Recommendations:

1. Equality Management
DACOWITS recommends that the Secretary of Defense publish a written policy statement on sexual harassment, equal opportunity and gender discrimination and emphasize publicly his commitment to that policy

2. Equality Management
DACOWITS recommends that the Secretary of Defense require the Services to develop and agree on a set of core questions that establish a standardized assessment tool to study sexual harassment and race/ethnic issues.DACOWITS recognizes the need for each Service to supplement its survey with Service specific questions.

3. Forces Development and Utilization Subcommittee
DACOWITS recommends that the Secretary of Defense open all Special Operations Forces (SOF) rotary wing aviation unit positions to the assignment of women.

4. Forces Development and Utilization Subcommittee
DACOWITS recommends that the Secretary of Defense support the Service Chiefs' continued gender integrated or gender segregated basic training to meet individual Service needs.
