DACOWITS History of Recommendations - Spring Conference 1989

Recommendations:

1. Women in Marine Corps Security Guard (MSG)
DACOWITS recommends the Marine Corps encourage publicity on the eligibility of women to volunteer for service in the MSG by publishing a feature story on women now serving as MSG's. The DACOWITS recommends that this article by printed in "Leatherneck" and "Marines" magazines, and "Navy Times" and be published in any other appropriate media.

2. Women in Army Field Artillery
DACOWITS recommends that the Secretary of the Army keep Field Artillery open to women and that opportunities be expanded by reopening LANCE firing batteries and opening Multiple Launch Rocket Systems (MLRS) at the Corps level.

3. Women in Naval Mobile Construction Battalions (NMCB)
DACOWITS continues to recommend that the Secretary of Defense take such steps as necessary to authorize the immediate assignment of women to NMCB's, as recommended by the DoD Task Force on Women in the Military.

4. Navy Advancing to Requirements
DACOWITS recommends that the Navy review the policy regarding "advancing to requirements" and eliminate the disparity in advancement test scores for males and females.

5. Army Medical Specialist Corps (AMSC)
DACOWITS recommends that the Secretary of the Army reconsider the Army's position on the authorization and filling of an AMSC general officer position.

6. Nurse Shortages
DACOWITS recommends that the Secretary of Defense take timely and positive action to resolve nurse accession, retention, compensation, promotion, and motivation issues through appropriate measures to include legislation.

7. Army Incentives to Enlist and Re-Enlist
DACOWITS recommends that the Secretary of Defense continue to support the 2-year Army College Fund for non-combat arms and other recruiting initiatives.

8. Legitimacy Characterization of Dependent Children
DACOWITS recommends that the Secretary of Defense consider the committee's concern regarding the stigmatizing effect of unnecessarily characterizing the legitimacy of dependent children.

9. Funding for Military Child Care
DACOWITS recommends that DoD request Congress remove the present funding cap on morale, welfare, and recreation spending to allow unit commanders the flexibility of increasing the funding for military child care from appropriated funds without taking funds from other important programs.

10. Harassment Regarding OB/GYN Care
DACOWITS recommends that Defense Equal Opportunity Council (DEOC) ACCEPT THE proposal by OASD(HA) to incorporate training on the unique medical needs of female service members into their equal opportunity/discrimination prevention training programs.

11. Nurse Corps Grade Strength
DACOWITS recommends that the Secretary of Defense support the exclusion of nurses from computation of authorized grade strength under the Defense Officer Personnel Management Act (DOPMA) as introduced in Senate Bill 131 (S.131).

12. Harassment
DACOWITS recommends DoD expand existing leadership training to include dealing with unfounded accusations of homosexuality against Service members.
