DACOWITS History of Recommendations - Fall Conference 1988

Recommendations:

1. Women in Naval Construction Battalions (NMCB)
DACOWITS recommends that the Secretary of Defense take such steps as are necessary to authorize the assignment of women to NMCB's, as recommended by the DoD Task Force on Women in the Military.

2. Positives attitudes toward women in the Marine Corps
DACOWITS recommends that the Commandant of the Marine Corps take whatever steps are necessary to insure that his positive attitude, as expressed in his White Letter, concerning the retention and utilization of women in the Marine Corps is reemphasized and is reflected and practiced by all leaders in the Marine Corps.

3. DoD Task Force report on Women in the Military
DACOWITS recommends that the Secretary of Defense take steps to continue the implementation of the Recommendations of the DoD Task Force on Women in the Military, to ensure that the Task Force Report continues to be used as a blueprint for future action.

4. Women in the Marine Corps Security Guard (MSG)
DACOWITS recommends that the Marine Corps remind women that they are eligible to volunteer for service in the Marine Corps Security Guards, and also emphasize their participation in this prestigious unit.

The DACOWITS further recommends that acceptance of women as Marine Security Guards be encouraged by all levels of the chain of command, especially at the embassy level.

5. Women in the Coast Guard study
DACOWITS recommends that the following issues be addressed in the upcoming study "Women in the Coast Guard":

a. Attrition of women officers from CGA, OCS, and direct commission sources as compared to men; and reasons for attrition.

b. Training needs and requirements

- Women
- Impact of pregnancy

c. Process and efforts to recruit women to nontraditional specialties.

d. Sexual harassment

e. Quality of the opinions about medical care

f. Co-location

g. Attrition of enlisted women - reasons for attrition

h. Child Care

i. Realignment and its impact on career opportunities and advancement for women in support billets.

j. Impact of berthing limitation on the assignment of women to ships.

6. Army Medical Specialist Corps (AMSC)
DACOWITS recommends that the Secretary of the Army authorize and fill an AMSC general officer position.

7. Post-Partum Non-Chargeable leave
DACOWITS recommends that all Services grant 6 weeks post-partum non-chargeable leave. The DACOWITS commends the Navy for its recent actions designed to extend post partum non-chargeable leaves.

8. Army College Fund
DACOWITS recommends that the Secretary of Defense support legislation that provides for a 2-year ArmyCollege Fund enlistment option for non-combat MOS's to expand opportunities for women in the Army.

9. Legitimacy Characterization of Dependent Children
DACOWITS Recommends that the Department of Defense and the Services remove the requirement that members characterize the legitimacy of their dependent children from DoD and Service forms for quarters allowances, dependent ID Cards, dependency support statements, records of emergency data, SGLI/VGLI, etc.

10. Funding for Child Care facilities and services
DACOWITS recommends that the Secretary of Defense support legislation which increases the authorization and appropriation of funds for child care facilities and services.

11. Sex education training
DACOWITS commends the Navy on its sex education training program, and encourages all Services to consider using the Navy's program as a model as they update or revise their programs.
