DACOWITS History of Recommendations - Spring Conference 1974

Recommendations:

1. Commemorative Stamps
DACOWITS recommends that the Defense Bicentennial Planning Committee consider a series ofcommemorative stamps honoring women in the military.

2. Recruitment Ads
DACOWITS recommends that the Department of Defense in its recruitment ads continue to stress the newcareer opportunities now available to young women.

3. Bicentennial Functions
DACOWITS recommends that the Department of Defense give special attention to the military women's participation in American Revolutionary Bicentennial functions, emphasizing the role of women in the area of defense in the 200 year history of our country as well as in its future defense.

4. Educational Record Folders
DACOWITS recommends and recognizes that the military services are actively seeking better methods in total career management of all personnel. DACOWITS recommends that the military services review and revise, as required, their basic and advanced individual training programs. It is further recommending:

a. That an individual educational record folder be developed which will provide a recording of not only educational attainment but individual educational objectives, steps taken in pursuit of these objectives and other additional information needed to provide optimum educational counseling and management of each person.

b. That the above record accompany the individual as do the health and personnel records.

c. That this system be applied to both female and male personnel.

d. That educational counseling opportunities already available be more extensively publicized and strengthened.

5. Admission of Women to the Service Academies
DACOWITS recommends and affirms its belief in the eventuality of the admission of women to the service academies when the question has been resolved in the Congress and/or the court. Therefore, DACOWITS recommends that, in anticipation of this eventuality, the armed services develop plans and be prepared to admit a minimum of one hundred (100) women to each of their respective academies. It is further recommended:

a. That information based on the experience of previously all-male educational institutions which now admit women be utilized in planning for the admission and total integration of women into the service academies and their programs.

b. That the expertise of women officers in the services be utilized in the planning, development, and implementation of those programs necessary to facilitate the early accomplishment of these objectives.

6. Amend Title 10, U. S. C
DACOWITS recommends that the Department of Defense submit a separate legislative proposal to amend Title 10, U. S. Code to equalize opportunities for women in the armed services to be promoted to flag and general officer rank regardless of available billets.

7. ROTC Scholarships Awarded to Women
DACOWITS recommends that each of the Military Departments increase the number of 4 year college ROTC scholarships awarded to women.

8. BAQ for Enlisted & Officers
DACOWITS recommends that the DoD planned housing requirement programs be based on the policy of permitting all permanent party personnel, officers and enlisted E4 and above, to live off-base at their own option (except for military necessity) and receive appropriate Basic Allowance for Quarters.

9. BOQ, BEQ, Family Housing
DACOWITS recommends that all plans for housing designed for occupancy by specific military personnel (BOQ, BEQ, Family Housing) consider Recommendations from those specific personnel (i. e. including differences in rank, marital status and sex representation).

10. BOQ, Family Housing
DACOWITS recommends that DoD objectives be established to provide, as a minimum, each permanent party officer who lives on base with a living room, bedroom, kitchen, and bath.

11. BAQ, Family Housing
DACOWITS recommends that BAQ authorizations be equalized by grade, regardless of marital or dependency status.

12. HR 12405
DACOWITS recommends that HR 12405 provides an opportunity for members of the Army Nurse Corps and Army Medical Specialist Corps to exercise command within the Army Medical Department. However, in view of the fact that it will undoubtedly take several years for this bill to be debated and resolved in Congress, it is recommended that a separate legislative proposal be submitted now to amend the applicable sections.

13. Retired Military Women
DACOWITS recommends that retired military women be utilized to a greater extent on DoD advisory committees.

14. Former DACOWITS Members
DACOWITS recommends that the Department of Defense encourage the Military Departments to utilize more women, including former DACOWITS members, on advisory committees.
